On the morning of September 16th (local time), Liu Minghua, Deputy Party Secretary and General Manager of the company, organized a forum for the company’s Dubai branch. Chen Yunpeng and Kong Lingfeng, both Party Committee members and Deputy General Managers of the company, also attended the meeting.
At the meeting, Liu Minghua listened to detailed reports from representatives of various departments stationed in Dubai regarding their work, strategies, and suggestions for the company. He highly praised the achievements of the Dubai branch and outlined six key requirements for the next phase of work:

In the face of increasingly complex and challenging development environments, it is crucial to remain committed, enhance situational analysis, actively respond to challenges, seize opportunities, and support the company’s international development.
The second is to implement the goal of 2024 as the “Year of Operational Control,” as proposed by the company’s chairman. This includes driving the execution of operational control measures to continuously improve management standards.
The third is to actively seize market opportunities to secure more high-quality orders. Focus on regional deployment, target key markets, increase resource allocation, and localize operations in priority countries. Seize project opportunities in traditional coal power, desalination, infrastructure, and new energy sectors to promote steady international business growth.
Fourthly, Headquarters management departments and business support units must effectively perform their functions, provide support to markets and field operations, secure high-quality orders, and help solve on-site issues. Implement the “win before the event” strategy, ensuring proactive planning and precise execution in new countries, markets, and industries. Strengthen cost assessments to avoid operational risks.
The fifth is to Maintain a strong sense of compliance and always remain vigilant. Strengthen the bottom-line mindset, ensure clean business practices, and take responsibility with dedication. Avoid becoming passive or disengaged leaders.
